PROJECT SUMMARY:
The Leadership, Empowerment, Advocacy and Development (LEAD) Program is a USAID-funded Nigeria’s flagship Peace and Democratic Governance project being implemented in the focus States of Bauchi and Sokoto. It builds partnerships between state and local governments, civil society, and the private sector to improve governance, accountability, and service delivery.
POSITION SUMMARY:
The Chief of Party (COP) is responsible for the implementation of LEAD project in Nigeria. The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of work plans, operational budgets, and performance monitoring plans; coordination with USAID mission in Nigeria, government officials, and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key program staff and ensure accountability to RTI policies and donor rules and regulations. He/she will be based in Bauchi, Nigeria.
MAJOR RESPONSIBILITIES:
  • Lead, organize and implement the LEAD project in Nigeria;
  • Work with local government officials to support capacity development;
  • Serve as primary liaison with USAID, stakeholders regarding overall policy, resource mobilization and allocation, joint initiatives and coordination of strategies.
  • Ensure internal integration of program activities through: 1) the annual work plan and budgeting process; 2) creating/maintaining an effective program management team; 3) overseeing an effective monitoring and evaluation system; 4) timely preparation and submission of reports and other deliverables;
  • Manage all aspects of staffing and creating/maintaining a clear organizational structure with specific roles, responsibilities and reporting lines. Supervises performance of sub-contractors, sub-grantees, and project team; and builds strong collaborative relationships with all project partners;
  • Act as primary respondent to changes in the environment and decision maker regarding reallocation of program resources. Ensuring the existence of adequate supervisor-employee relationships which support professional development and mentoring.
  • Oversee recruiting/mobilization for international and local staff, both long and short term. Ensuring that the program has adequate staff to carry out high quality work and that all staff members are recruited in accordance with local, donor and firm requirements.
  • Ensure that systems are in place and deployed to track expenditures (including labor) and monitor same against the Program work plan and budget, according to both company policy and USAID standards/regulations.
QUALIFICATIONS AND REQUIREMENTS:
  • Master’s degree required, preferably in international development, public administration or related field.
  • Minimum 14 years of relevant experience required,
  • Technical and administrative experience managing USAID-funded democracy and governance, and institutional capacity building projects.
  • Prior Chief of Party experience, preferred.
  • Ability to engage effectively with government and private sector.
  • Technical and administrative experience in Africa is highly desired.
  • Proven track record managing complex and integrated programs in challenging environment.
  • Experience with USAID contracting mechanisms
  • Excellent oral and written communication in English is required.
